La Dra. Hidalgo comenzó sus estudios de medicina en Cuba, obtuvo su título en biología en la Universidad del Sur de la Florida y su doctorado en optometría en la Universidad Interamericana de Puerto Rico. Como estudiante fue voluntaria de VOSH, llevando atención visual a comunidades rurales y de bajos recursos, incluso en la República Dominicana.
